What is Malta Ownership of Permanent Residence Card by Investment program?

The Malta Ownership of Permanent Residence Card by Investment Program approved by the Maltese Parliament in 2015, allows foreign investors (with the exception of Europe) and their families to permanently reside in Malta through the investment route. Applicants do not need to speak Maltese nor study Maltese history. In addition, there is no residency requirement before and after submitting the application for settlement in this island nation.

Application for 4 generations:

Visa-free for Schengen area:

  • Free travel to 26 non-Schengen countries.

Permanent Residence:

  • Permanent residence is granted in perpetuity to the investor and dependents.

Requirements

Invest in Government Bonds:

  • Invest EUR 250,000 in Maltese Government bonds (refundable after 5 years) or use a financing option of EUR 70,000

Donate to the Malta State Foundation:

  • Non-refundable contribution of EUR 30,000 to the State Fund of Malta, plus an additional EUR 5,000 for each parent/grandparent.

Invest in real estate:

  • Invest in real estate in one of the following two forms:
    • Buy 1 property with a minimum value of EUR 320,000 (or EUR 270,000 for properties in the South of Malta or Gozo) & maintain for at least 5 years.
    • Lease 1 property with a minimum value of EUR 12,000 (or EUR 10,000 for properties in the South of Malta or Gozo) & maintain for at least 5 years.
